ABSTRACT
Since 1973, homosexual groups have been excluded from the abnormal category in the Diagnostic Guidelines for Mental Disorders. As a result of this policy, a number of countries legalized LGBTQ+ activities in several forms, including legalizing sexual activity and same-sex marriage. Thailand is the only country in south-east Asia that legalized LGBTQ+ activities. From a legal perspective, Thailand is a country that provides legal protection and is the oldest in terms of validating LGBTQ+. Thailand is also quite synonymous with Ladyboys who are closely associated with the profession of sex workers. Ladyboys in Thailand are called Kathoey. This article analyzes the reasons why Thailand legalized LGBTQ+ activities. The research was conducted using a literature study method, using the concept of Nation Culture Shaping Public Policy developed by Kathrine A. Daniell. This article argues that Thailand's legalization of LGBTQ+ activities is influenced by three things: First, the existence of local actors and instruments, second, cultural generalization through international involvement and the impact on a country's economic behavior
