ABSTRACT
This research aims to formulate a model of sustainable social services based on restorative justice in realizing ABH empowerment in Jember Regency. The research is qualitative research with an action research design. Data collection was carried out by observation, documentation and individual interviews and FGD using purposive sampling technique for determining informants. The informants for this research were the Chair of BAPAS Class II Jember, PK BAPAS Class II Jember, Chair of Pokmas Lipas Bengkel Jiwa, Chair of Pokmas Lipas Pondok Pesantren Nurul Huda Jember, Chair of the Child Protection Division of DP3AKB Jember, ABH who received social assistance from Pokmas Lipas. In this research, three alternative models of sustainable social services were formulated, namely the first sustainable social service model involving stakeholders BAPAS, Social Service, Higher Education and DP3AKB as well as Community Groups Concerned with Corrections with the leading sector for ABH empowerment being the Social Service. The second sustainable social service model involves stakeholders BAPAS, Social Services, Higher Education and DP3AKB as well as Community Groups Concerned with Corrections with the leading sector for ABH empowerment being BAPAS. The third sustainable social service model involves stakeholders BAPAS, Social Service, Higher Education and DP3AKB as well as the Community Care Group for Corrections with the leading sector of ABH empowerment being the Regent as the determinant of social policy for implementing social welfare at the Regency level
