ABSTRACT
The topographical condition of Rambipuji Village is in the lowlands surrounded by the Dinoyo River, making Rambipuji Village an area prone to flood disasters from the upstream of the Dinoyo River, namely Mount Argopuro. So, the village government formed Destana Rambipuji as a disaster management dynamist in Rambipuji Village. In connection with the implementation of the Empowered Village Program, the participation of Destana Rambipuji as a disaster management dynamist who was deemed to have been successful, became a projection for the village government to give authority to implement the Empowered Village Program by forming the KASNO community. This research is qualitative research with a case study approach. In testing the validity of the data, researchers used triangulation techniques, namely source triangulation; engineering triangulation; and time triangulation. The theory used in this research, namely structuration theory by Anthony Giddens, is related to the duality of structure, namely that there are structures and agents that are mutually influenced and influence the existence of positions. Lay agen by Destana Rambipuji and expert agents by the Village Government. The structure within the agency was realized by the formation of a work team for implementing the Empowered Village Program. The strategy for forming the KASNO community is the result of agents social actions regarding the concept of institutional reflexivity, in which Destana Rambipuji forms institutionalization by mobilizing MSME actors. However, in research the village government asexpert agent which has the capacity to influence a series of optimizations in the implementation of the Empowered Village Program strategy to be linked to the participation of Destana Rambipuji as a disaster management dynamist technically does not have continuity, because the KASNO community as an icon appointed in the Empowered Village Program only involves village communities which in fact already have MSMEs, however, do not involve communities affected by the flood disaster
