ABSTRACT
Artificial Intelligence (AI) has profoundly transformed how organizations operate, learn, and lead. In the public sector, AI offers new opportunities to enhance leadership development through data-driven decision-making and personalized learning. This exploratory paper investigates the application of AI in civil service leadership training at the National Institute of Public Administration (LAN RI), focusing on the Talent DNA model implemented in the National Leadership Training Program Level I (PKN I). Drawing on document analysis, training observations, and secondary data, this study compares traditional behavioral mapping with AI-based profiling. Preliminary findings indicate that the AI-supported Talent DNA model provides personalized insights into participants’ strengths, weaknesses, and behavioral tendencies, while also highlighting challenges such as digital literacy gaps and limited system integration. The paper concludes that embedding AI in leadership training represents a strategic pathway toward data-driven bureaucratic reform and the institutionalization of a Corporate University within Indonesia’s civil service.
