ABSTRACT 

This study aims to explore the variety of national data governance policies. The One National Data policy has now become part of the bureaucratic reform agenda in order to realize effective and efficient governance. However, in its implementation, it still faces many fundamental problems that hinder its success. Systematic Literature Review was chosen as the method in this study to produce a comprehensive synthesis of 15 scientific literatures. There are a number of significant challenges in the One Data National policy initiative in Indonesia and many other countries. Sectoral ego, cyber security, and system readiness predominantly emerge as issues of discussion. The findings in this study highlight five key factors that drive the successful implementation of the one data national policy. Leadership, institutional design, human resources and technology, adaptive governance, and accountable systems are the aspects that predominantly emerge in the National Data study. The focus of National Data implementation must shift strategically from merely procuring technological infrastructure to fundamental governance reform. Cross-sectoral policy orchestration is needed to create a more adaptive digital governance policy design.
