ABSTRACT
Improving waste management in Indonesia has become one of the main challenges in achieving environmental sustainability. Along with the rapid digital transformation, technology-based waste management policies have begun to be implemented to enhance efficiency and transparency, though their implementation inevitably faces various challenges. This study aims to evaluate the effectiveness and challenges in implementing digital-based waste management policies in Indonesia, with a particular focus on digital programs such as SIPSN, SIMBA, CRM, and smart city initiatives. The primary objective of this research is to identify the extent to which digital-based waste management policies can improve efficiency, effectiveness, and transparency in waste management across various regions in Indonesia. The research employs a qualitative approach using a systematic scoping review method, which examines a wide range of literature sources, including peer-reviewed articles and grey literature, to gain a comprehensive understanding of the phenomenon. Data were extracted using a structured template and analyzed through an interactive model, including thematic-narrative synthesis and evidence mapping. The results of the study indicate that although digital-based waste management policies have brought significant changes such as increasing public participation through CRM/JAKI platforms and providing more transparent data through SIPSN major challenges remain in terms of efficiency, infrastructure adequacy, and equitable implementation. The digital divide between developed and less-developed regions, as well as inconsistencies in the quality of collected data, continue to pose substantial barriers. This study recommends improving data interoperability, strengthening digital infrastructure, and standardizing waste management indicators across Indonesia to more effectively and measurably support the achievement of a Clean Indonesia 2029.
