ABSTRACT 

Poverty alleviation is not only the government's responsibility but also the responsibility of all of us, especially cooperatives, which are considered a people's economy or member-based businesses with norms and principles of "members for members." Cooperatives are an integral part of the Indonesian economy and are even referred to as the pillars of the national economy. This paper will discuss cooperatives in poverty alleviation. However, as a people's economy based on the principle of "members for members," we still encounter problems and challenges within cooperatives themselves. Therefore, this paper will focus on the challenges and strategies of cooperatives to become people's economic institutions that can be used as a vehicle for poverty alleviation. This study uses a mixed method, namely a combination of quantitative and qualitative methods. According to Creswell, in research that uses mixed methods, one method is more dominant and only positioned as a complementary method to support data richness (Creswell, 2014). The cooperative development strategy in Bondowoso Regency, according to the results of the mapping analysis of internal and external factors, is in quadrant III (third). Activities or businesses in quadrant III indicate promising opportunities for cooperative development in Bondowoso Regency. This means that while weaknesses outweigh strengths, opportunities still outweigh threats. Steps taken include optimizing and enhancing existing resources to capitalize on existing opportunities. Therefore, the ideal strategy for cooperatives in Bondowoso Regency is to support a turnaround strategy or policy or employ a Weakness-Opportunities (WO) strategy.
