ABSTRACT 

Local governments are required to encourage innovation in public services to respond to complex environmental dynamics and global uncertainty. Amidst the demands of decentralization, innovation success no longer depends on a single government initiative, but rather on a collaborative ecosystem. This study aims to analyze the pattern of decentralized regional innovation in Banyuwangi Regency, specifically driven by the Communication, Informatics, and Cryptography Agency (Diskominfosandi), through the Pentahelix Model framework. The Pentahelix Model emphasizes synergistic collaboration between five key elements: Government, Academia, Business/Private Sector, Community, and Media. This research uses a qualitative approach with a case study method on the implementation of Diskominfosandi's flagship digital innovation programs, such as Smart Kampung and Banyuwangi One ID. Data were collected through in-depth interviews with key stakeholders from all five Pentahelix elements, field observations, and analysis of official documents. The findings indicate that Diskominfosandi has successfully implemented decentralized innovation functionally. The government's role has shifted from a sole implementer to a facilitator and platform creator, providing digital infrastructure and flexible regulations. This decentralized pattern results in innovation that is more adaptive, relevant to local needs, and has a higher level of sustainability. This study concludes that adopting the Pentahelix Model is not merely a collaborative strategy, but a new governance architecture essential for building a resilient and decentralized regional innovation ecosystem in the era of digital disruption.
