ABSTRACT 

This research aims to analyze the effectiveness and efficiency of the implementation of the SITALAS (Surabaya Child-Friendly City Information System) application as a digital innovation of the Surabaya City Government in supporting the implementation of the Child-Friendly City (KLA) policy. The research uses a descriptive qualitative approach with in-depth interview, observation, and documentation techniques for the Women's Empowerment and Child Protection Office as well as Population Control and Family Planning (DP3APPKB), the Communication and Information Service, and the Surabaya Children's Forum. Data analysis was carried out using the Miles and Huberman model with stages of data reduction, data presentation, and conclusion drawn. The results of the study show that the SITALAS application is effective in accommodating children's aspirations and ensuring transparent policy follow-up. From the dimension of organizational effectiveness according to Steers (1977), SITALAS fulfills four main elements: (1) the achievement of goals, shown by the availability of an interactive aspiration forum; (2) efficiency, through saving time, effort, and costs in the service process; (3) stable internal processes, thanks to coordination between regional apparatus; and (4) environmental adaptation, through the involvement of the Children's Forum in the development of child-friendly features. The app also shows a high level of user satisfaction, which is reflected in the enthusiasm of children in using and disseminating the app. In addition, the application of good governance principles strengthens the effectiveness and efficiency of the system through transparency, accountability, and active public participation. Thus, SITALAS is not only an information technology innovation, but also an instrument for digital bureaucratic reform that encourages multi-stakeholder collaboration and inclusive and equitable governance for children.
