ABSTRACT 

This article analyzes the collaborative governance model between the Ministry of Religious Affairs (Kemenag) of Lingga Regency and The National Board of Zakat (BAZNAS) in Lingga Regency through the Floating Religious Service (LANTERA) program. This initiative addresses the significant challenges in delivering religious services to coastal communities in an archipelagic region. The research objective is to analyze the partnership model as a form of mutualistic symbiosis, where each institution leverages the other's strengths to overcome its own limitations. This study employs a qualitative method with a case study approach, utilizing data from program documents, previous research, and academic literature. The results indicate that Kemenag Lingga, through the LANTERA program, provides a physical access platform and institutional legitimacy, while facing constraints in operational funding and socio-economic programs. Conversely, BAZNAS provides vital zakat funds and empowerment programs but struggles with last-mile distribution to remote areas. The collaboration enables the delivery of integrated services (administrative, religious, and socio-economic) to previously underserved vulnerable groups, such as the poor and converts. This symbiotic model proves effective in enhancing the quality and reach of public services in geographically challenging areas and offers a replicable framework for other regions with similar characteristics
